President and Founder John Conley launched PIC Professional Services, LLC, in May of 2002. Since that day, PIC Professional Services has supported over 30 clients including ADCOMM Engineering, Portland General Electric, Motorola Solutions, Harris Corporation, State of Oregon, U.S. Drug Enforcement Administration, Federal Bureau of Investigation and Monterey County Emergency Services.
In April of 2021 Mr. Conley expanded his telecommunications consulting business to include a fleet of enterprise grade UAV’s. Since that beginning, Mr. Conley has provided a variety of UAV services to ADCOMM Engineering, Western Utility/Telecom, Cushing Civil Engineering, Emergency Communications of Southern Oregon, Polk County Emergency Services and Sunrise Water Authority (Portland, OR) among others.

Mr. Conley possesses roughly 35 years of wireless telecommunication site development experience, including roles as project manager, site auditor, site manager, site acquisition agent, and construction manager.
Mr. Conley began his telecommunications wireless career in 1991 when he was hired by CellularOne in Portland, Oregon as a Construction Manager, overseeing construction of new cell sites throughout Oregon. In 1994, he was promoted to Project Manager and soon thereafter to Senior Project Manager. He remained with CellularOne until 1994 when he left and took a position as a Project Manager with WesTower on the vendor side of cellular site development efforts, where they was contracted to build out a Sprint-affiliated cellular network in Eastern Washington. Mr. Conley was Site Development Director of this project, as well as a Sprint affiliated network in Nebraska and Iowa until 2002. Shorly after, Mr. Conley decided to start his own independent consulting and service business in the booming Telecom industry.
Mr. Conley is an experienced pilot and aircraft owner who regularly employs private aviation
to efficiently close the distance between clients and job sites.
